Group the settings sidebar into General and Storage sections and add a Remotes pane that lists the remotes configured in rclone (via @filehub/rclone).

• getRcloneRemotes server function (throws when signed out, null when rclone is unreachable)
• Remotes pane loads through @tanstack/react-query; adds a QueryClientProvider to the root
