Adds UPDATE_CHECK_INTERVAL_HOURS to control how often the server looks up the latest release (default 24, 0 checks on every request).

• Validated in env.ts, used in latest-version.server.ts
• Documented in .env.example

The root route's 10 minute client-side staleTime is unchanged, so intervals shorter than that may take up to 10 minutes to show in an already-open tab.
