Fixes pnpm dev failing on a fresh checkout.

  • Run turbo in tui mode and add the dev env to globalPassThroughEnv, since strict env mode otherwise hides it from the tasks.
  • Set the mock OIDC env in mise.toml.
  • Make the WebDAV port configurable via WEBDAV_PORT (default 8889, mise sets 8890 for dev), so a container already on 8889 doesn't hijack the dev server.
  • dev:webdav now exits with a clear message when its port is already taken.
