Adds a deploy-test job to CI that runs on every push to main (a merged PR):

1. moves the latest image tag to the new build (what docker-compose.test.yml runs)
2. syncs Arcane GitOps with ARCANE_GITOPS_SYNC_WEBHOOK_TEST
3. triggers the deploy with ARCANE_DEPLOY_WEBHOOK_TEST (only if the sync succeeded)

Both secrets must exist before this runs successfully. README updated.
