• Add a New directory button next to Upload on directory pages, backed by a createDirectory server function (validates the name, refuses to overwrite an existing path).
• Hide Upload and New directory inside the trash.
• pnpm dev now also runs docker/bootstrap.mjs --only (new dev:bootstrap task) so storage and .trash exist on the dev WebDAV server. Without --only the script still starts the server, so Docker is unchanged.

Test plan

• tsc --noEmit and biome check pass
• dev:bootstrap creates both directories against a local rclone WebDAV server
• Create a directory in the UI, including a duplicate name and invalid names (/, ..)
• Confirm the buttons are hidden under Trash

Add new directory button and run bootstrap in dev ... a9d135df6f

- createDirectory server function and New directory dialog next to Upload
- hide Upload and New directory in the trash
- pnpm dev now creates the storage and .trash directories (bootstrap --only)
