• Add apps/app/.env.development with local defaults (mock OIDC, local WebDAV) and pnpm dev:setup to copy it to .env.
• pnpm dev now also starts a local WebDAV server via rclone serve webdav (dev:webdav, serving apps/app/data/webdav).
• Add pnpm dev:seed to fill the dev WebDAV with sample files and directories.
• Tell knip to ignore the rclone binary.

Root-level dev:setup and dev:seed aliases forward to apps/app.

Notes

• Requires rclone installed locally.
• The WebDAV server listens on port 8889, so stop anything else using it first.

- pnpm dev now also starts a local rclone WebDAV server (dev:webdav)
- pnpm dev:seed fills the dev WebDAV with sample files and directories
- ignore the rclone binary in knip
