Replaces Prettier and ESLint with Biome (2.5.15), configured once at the repo root.

Removed prettier, prettier-plugin-tailwindcss, eslint, eslint-plugin-react-hooks and typescript-eslint, along with their config files.
pnpm lint runs biome lint .; format and format:check run Biome's formatter. The turbo lint task is gone.
Lint rules: Biome's recommended preset, with a11y and a few noisy rules off. useHookAtTopLevel and useExhaustiveDependencies replace the react-hooks rules.
Tailwind class sorting uses Biome's nursery useSortedClasses, which is less capable than the Prettier plugin.
The nested packages/utils/biome.json is folded into the root config.
Source files are reformatted to Biome's output.

Two useExhaustiveDependencies warnings remain in ui/sidebar.tsx (setOpenMobile, likely a false positive).
