pnpm dev started rclone for WebDAV only, so the web UI's rclone features (version, remotes, providers) couldn't connect: the app only builds its rc client when RCLONE_RC_URL, RCLONE_RC_USER and RCLONE_RC_PASS are set, and nothing set them in dev.

• dev:webdav now starts rclone with --rc on 127.0.0.1:5572 and fixed dev credentials.
• env.ts defaults the RCLONE_RC_* vars to those values when NODE_ENV is development; real env vars still win, production and Docker are unchanged.

Not run end to end: a Docker container was holding port 8889 locally. Typecheck passes.

Run rclone's rc API in pnpm dev ... fbe81ebf1a

The dev WebDAV server started without --rc and the app had no RCLONE_RC_*
settings, so the rclone UI could not connect. Start rc on 127.0.0.1:5572 with
fixed dev credentials and default the app to them in development.
